Sears has a special socket that does the job. They come in a set or individually, just purchase the one you need. That socket was designed to remove rounded off nuts and bolts, it works well on wheel lock nuts.

You need to use a key to take the wheel hub cap off a 2004 VW Beetle. Once you insert the key, you can pull the hub cap off so you can reach the lug nuts.
Usually two things happen. The key is worn out or the lock up is normal because of pressure on the locking system as you turn the key off. Something you might try is turning the steering wheel slightly before turning the key. first loosen the lug nuts usually a 19 or 21 mm socket jack up the left or right side of the car depending which wheel you want off (left wheel for left side and right wheel for right side) the jacking spot is located on the frame just below the front tip of the doors, jack the wheel up off the ground and and take off the loosened lug nuts by spining them counterclock wise till the nuts come off then the wheel can come off
