Cortisone creams, usually. Over the counter cortisone creams can be purchased, i.e. 1% max in the U.S. If this does not resolve it in a few days, see your doctor; s/he might prescribe a stronger cream or a different treatment as appropriate.
Be careful not to use cortisone cream in sensitive areas excessively or for too long, as it can cause thinning of the skin.
It will depend upon the types of bumps that are on your toddler. It could be eczema and medication may be needed from a physician.
