no, sorry. I recently had a breast reduction, and my underarm flab is definitely still there. From what I understand, that can only be gotten rid of by doing excercises to tone your arms.
Just cut it with scissors or shave it

The red circle things on your thigh and arms are most likely Keratosis Pilaris. If you want to get rid of them, you will have to put medicated cream you from your doctor.
Cardiovascular exercise is the only way to reduce fat. You can't "spot remove" fat on the hips, calves, butt, etc. Losing weight through cardio and weight training exercises that focus on the calves will give them a lot more definition though. ~ T
One way is too scrub your arms in the shower hard!!!!! It worked for me
