Cardiovascular exercise is the only way to reduce fat. You can't "spot remove" fat on the hips, calves, butt, etc. Losing weight through cardio and weight training exercises that focus on the calves will give them a lot more definition though. ~ T
A combination of diet and exercise will get rid of flab from the legs. The diet should be low fat and low calorie. Good exercises for leg flab are lunges, and riding a stationary bicycle.

You basically have to loose fat over your entire body, which includes thighs and calves, through diet and exercise (Cardio workouts, biking, running, swimming). However you can exercise thighs and calves so they are more toned which which tighten up flabby loose muscle underneath the fat layer. Exercises to tone thights: lunges, squats, donkey kicks, ect. Exercises to tone calves: running and jump rope or anything else that you do on the balls of your feet.
