Turn on the second controller and sign in. It should give the option to add player to the game.
For most T.V.s then you will need to purchase an HDMI cable, and set it up instead of the original cable to hook it up to the T.V.
Please note that spilt screen mode is not available for Standard Definition TVs. If you have a HD TV please make sure your xbox360 is setup correctly. Go to Console settings>Display Settings> 720p/1080p(Whichever is relevant for your screen)
