You need an 8mm hex socket and a 12mm socket. Remove the belt 14mm socket on the tensioner...Then remove the 8mm and 12 mmm bolts and it comes off
the water pump is driven by the timing belt. highly recommended to replace the tensioner, tensioner and idler pullies, and cam seals.

you dont,the tensioner tightens the belt up.if belt sqeals get new belt or tensioner! on 3.1v6,
The belt tensioner is located at the bottom of the power steering pump looking at it from the front the tensioner is on the bottom left. you could always loosen the alternator up a little. My 1997 with a 4.0 does not have a tensioner pulley, and I believe the 99s are the same. the alternator is the tensioner. Remove one of the bolts and it will swivel in and you can get the belt off
What about this tensioner? How do you remove it, or how do you releave the tension so you can replace the belt?

I'm not a mechanic but I just had to have the belt tensioner replaced on my 99 ZX2. There are no other adjustments.
The belt tensioner is probably bad.
There is a belt tensioner (spring loaded pulley that automatically keeps the belt tight) that needs to be temporarily slackened while the now loose belt is slipped off one of the accessories. Sorry, but I can't remember what tool is needed to loosen the belt tensioner. Just opening the hood and observing the tensioner is all that's needed. FYI: if you're having trouble locating the tensioner, just look for the only pulley that appears to drive no accessory, i.e., air conditioner, power steering pump, etc. . Before you do anything either draw a picture of how the belt goes or photograph it. If you don't GOD BLESS YOU. You can look up schematics but most are incorrect. Auto zone had the only correct one for my Rodeo. My belt broke and there was no diagram under the hood.
Begin by loosening the tensioner pulley on your 1999 Mitsubishi Eclipse. The alternator belt will become loose and can be removed. Put the new alternator belt on and tighten the tensioner pulley.
