Pull the horn cover by removing the screws on the back of the steering wheel. Then pull the center nut of the steering wheel and using a steering wheel puller, pull the steering wheel off. Then pull the plastic cover and anything else that is in the way. You should then be able to see the turn signal switch. By turning the turn signal one way or the other, you should be able to remove the screws that hold in the keyswitch in place. After the screws have been pulled, the tumbler mechanism should come right out.
If you have an automatic transmission it is on top of he steering column just before it goes through the firewall. If you have a manual transmission it is on the transmission.

Electronic controls are in the ECU and on the transmission. Mechanical controls are on the steering column and attached to the transmission via a cable in a sheath.

You replaced the ignition lock, and it will not shift out of park? If that is the situation, it sounds like the column is out of sync. More details are required to give a solid answer. A more common issue with these is the actuator rod in the column breaks. If you replaced the lock because it was turning hard and wasnt always cranking when turned, this may be your problem instead of the lock.
Assuming this is also called the neutral/park safety switch, it would be found on the lower portion of the steering column (column shift) or in the console (floor shift). You will not find it on the transmission itself.
