It's called "blow-by". It's caused by pressure which builds up inside the crankcase as exhaust gasses leak past the pistons. The exhaust gasses try to find a way out, and the oil vapor inside the engine go along for the ride. The only solution is to rebuild the engine. The problem occurs when you do not change the oil regularly. Like the mechanics say, "You can pay me now, or you can pay me more later."
