The parking brake system consists of old style brake shoes that expand against the inside surface of the rear rotors. Unless the shoes are very worn, you will have to back them in to be able to remove the rotor. to do this, remove a small oblong rubber dust cover from the adjustng port and insert a brake tool or screwdriver to rotate the adjusting pawl. Although replacement shoes are available from the dealer, the mounting hardware and springs are not and must be purchased from any parts store. You could try to reuse the old hardware but replacing it is inexpensive and is recommended. You will also need to invest in an inexpensive brake spring removal/replacement tool as these are old style drum and shoe assemblies.
On a 2001 Ford Expedition : The right rear rotor would be the passenger side rear brake rotor ( rotors are used with disc brakes )

Rear disc ? if it is rear disc brakes there is a drum brake in side of the rear rotor that is your parking brake and has an adjuster in it if you pull the rotor off.
You will need to pry it off the rotor after you loosened the bleeder. Don't try to rebuild it yourself; buy a new or rebuilt unit.
