Count of Skingrad can only be accessed by speaking to the wait-staff in the castle lobby or by breaking into his quarters. The other Counts will most likely be found in the main hall of their castle during the day-time hours. Ya.the Count of Skingrad (Janus Hassildor), you will have to tell his servant in the main lobby that you want to see him if you are lucky he will set you up to talk with him.

This has happened to me once. I think this might work. First save so if its doesn't go well you can reload it. then simply break into the castles personal quarters and find the count. if it doesn't work just reload the game. Work for me at least.
