Talk to the Count. Im not entirely sure how to see him or if you can, but i recommend talking to romulus polus at the arcane university in the imperial city. (Proof): Been playing for 5 years
Mercator Hosidus, an Imperial noble, handles appointments for Count Janus Hassildor at the Skingrad Castle.
The count is listed under vampire so I would assume yes but I am unsure 11dbhk: he can't actually BITE you but you can contract vampirism from him the same as you can any other Vampire npc.
Most Counts live in the castles of their city. It depends on which Count you mean. Count of Skingrad can only be accessed by speaking to the wait-staff in the castle lobby or by breaking into his quarters. The other Counts will most likely be found in the main hall of their castle during the day-time hours. Ya.the Count of Skingrad (Janus Hassildor), you will have to tell his servant in the main lobby that you want to see him if you are lucky he will set you up to talk with him.
The count of Skingrad knows of a way to cure vampirism.
This has happened to me once. I think this might work. First save so if its doesn't go well you can reload it. then simply break into the castles personal quarters and find the count. if it doesn't work just reload the game. Work for me at least.
there is no specific count in the game .the counts are usually in their town castle.

Search for a Mod called Kvatch Rebuild or Kvatch Aftermatch.
Kvatch aftermath and kvatch rebuilt they both make you count of kvatch but they go through diffrent steps to get there.

Yes. You need the Arcane Smithing perk from the Smithing tree, before you can improve enchanted items. They 'count' as Daedric for the 'improve twice as much' bonus given by perks on the Smithing tree, so you can improve them normally with just Arcane Smithing, and twice as much with the Daedric perk.
