This happened to my Chevy Venture too. When I took the arm off, I discovered that the arm and the part that rotates the arm connect by a pattern of grooves, like a gear. The grooves on the inside of the wiper arm were worn down so they were not catching, causing the arm to move just a little then stop altogether. The entire arm needs to be replaced.
