Assuming that you mean "wiper blade" (blade and frame) which are replaced often rather than "wiper arm" (piece from the spindle at the hood to the wiper blade) which are rarely ever replaced, the 2001 Chevrolet Venture has the most common hook-end wiper arms. See sources and related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.
This happened to my Chevy Venture too. When I took the arm off, I discovered that the arm and the part that rotates the arm connect by a pattern of grooves, like a gear. The grooves on the inside of the wiper arm were worn down so they were not catching, causing the arm to move just a little then stop altogether. The entire arm needs to be replaced.
There is another answer further down the search. Basically his answer was to buy a replacement cam from a GM dealer for around $85. I haven't tried it myself but plan on it.

Pop up the plastic cover that is attached to the base of the wiper arm. This will expose the 13mm nut that holds the arm to the wiper transmission. Loosen the nut and wiggle the arm lose, adjust it to where you want it and tighten the nut back up.

How do you remove the wiper arms on 2001 Lincoln LS
yes
I have a 2004 Chevy Blazer that I believe had the same issue as you. The wiper arm has a plastic covering over it. You will need to remove it. I using a a Flat head screw driver pry it off where the wiper arm bends. This will allow the base of the plastic piece to pop off the rear of the wiper arm. You can now take a 1/2" socket and tighten up the nut that is under that plastic covering. That was the solution for me anyhow. My driver side wiper arm wasn't moving at all, but the passenger side was. Hopefully that works for you.
To adjust the wiper arm on a 2001 Pontiac Aztek, first, lift the wiper arm away from the windshield and locate the nut securing the arm to the wiper motor shaft. Use a socket wrench to loosen the nut slightly, then reposition the wiper arm to the desired angle. Tighten the nut back securely and test the wipers to ensure they function correctly. Finally, lower the wiper arm back onto the windshield.
