How do you get to the last 13mm bolt on a water pump without removing the whole power steering pump on a 3.8l 98 Buick Regal?

Remove the Power Steering pump.
I just did a water pump. If you remove the top PS pump bolt and loosten the lower PS pump bolt about 1/2 way you can push the pump over with one hand while removing the water pump bolt.
