I don't know if this is true or not but people usually make the game lag. But this is usually because they have a lag button on their controller which makes it seem like you or someone else has bad internet connection but its really them pressing the lag button. This allows the player to move more efficiently and progressively to slow you down, but not them, if this is not what you meant then please message my message board so that I may understand what it is you are talking about!
