Drive it nice, proper alignment and tire pressure will be a big help and the cheapest. If you still want a little better a cold air intake and a no back flow exhaust will help, then a good diesel shop can adjust the fuel pump and install some injectors that can help milelage, but you still need to drive it nice. A gear vendor isn't the cheepest but will probably deliver the best mileage gains. There are also hybrid fuel systems that use natural gas along with the diesel to get substantial mileage gains.

I have 4 dodge trucks. '89 2wd automatic @ 22 mpg (driving normal) and 17 mpg acting stupid with it (pump is turned up). '94 4wd Manual @ 18 mpg (all stock work truck). '96 4wd automatic @ 19 mpg (all stock), '98 24v 4wd automatic 18 mpg (driving normal) and 14.5 mpg acting stupid with it (575 hp and still finding weak links).
It is part of the PCM, which is on the passenger side of the firewall.
