You cannot do that in MS Word.
What you can do in theory is that you insert two pictures one on the another and then make one of them to be pushed to the back.
But I strongly advise you to use some graphic program like paintbrush to perform this simple operation there.
You must first make sure that the picture is an animated picture (from Animation Factory, select Google pictures, etc.). Then you just insert the picture regularly like any other picture. Go to the Insert tab, and insert a picture. Select the file that is your animated picture and it should insert. If you have any problems, then you might need to change the format of the picture.

In MS Word 2007/2010 click on Insert tab to expand then click Picture and navigate to folder where is picture you want to insert.
From within the spreadsheet - Position the cursor on the cell where you want the picture, click on Insert, then Picture, and click 'from file'.
