Could it be that the top is not locked down securely.
Google "Chuck's Convertible Parts". He sells a booklet that tells you how to do it. Even with the book, its a lot of work and can be very frustrating. You can certainly do it but it might be worth it to have a professional do it, especially if you are restoring the car and want a "show car" look.
I don't mean to be condescending but it would be more economical to buy a convertible first.

I would highly recommend hiring someone with experience. Let them supply the top as well. My experience is that they prefer a certain brand.

You mean the top speed? Depending on conditions and how good the thing runs a stock Beetle could do 80-90 mph. Minor modifications can get higher speeds.
