There is a plate mounting bracket available from the Range Rover dealer. You can also have the dealer install it if you don't want to drill holes through your bumper.

I will be replacing one on a 2006 Pilot, and I'm not sure if this will work the same, but it requires you to remove the old hardware (if still attached), clip in the bracket on the front of the bumper, and bolt in the two flat, horizontal attachments underneath the bumper.
Go to a Honda dealer and get a license plate bracket for that model/year. That's what I did for my 2006 Civic. It's held on by two screws on the bottom that go through two clips on the plastic grill just beneath the bumper. The top two screws just hold the license plate to the bracket. No need to drill holes in the bumper. Hope this helps.

It will be necessary to remove the front license plate and bracket. Remove license plate from bracket. Using a 3/16" drill bit, drill out the two pop rivets that hold the bracket to the bumper. This is from a a bull bar installation guide for a 2008 Ford Escape/2008 Mercury Mariner.
In the front you will see where a plate can go hat you do is put the license plat up to it when mark it then drill the two holes for it then put the plat back up to it and bolt it on and your plate will be there for a long time

i have a 95 Prizm and i just bolted the plate to the bumper. it does the same the as a bracket. but it cost no money.
Go to the dealership and purchase a license plate holder. There should be instructions as to the installation. You will need to drill 3 holes,denoted by dimples, in the bumper. Install the holder and then your tag.
Remove 1. Bolts retaining license plate lamp to bumper. 2. Socket from license plate lamp. 3. License plate lamp. 4. Bulb from socket. Install or Connect 1. New bulb to socket. 2. Socket to license plate lamp. 3. License plate lamp. 4. Bolts to retain license plate lamp to bumper.
