You need an "OEM Pulley tool" that enables you to install the pulley. (Autozone "rents" them for free with a $30 deposit (as of 01/08/09) You can also match a bolt, washers, and nut to install it. You will probably need an impact wrench since many pulley are made of plastic and you can break it if you use a screwdriver to keep the pulley from rotating as you rotate on the center bolt to install the pulley.

Is this a single belt or a serpentine belt system, if so look for belt tension idler pulley and loose belt, or single belt then you will need to loose and release tension on the power steering pump assembly.
Loosen the tensioner pulley. Put the belt around the alternator pulley and the tensioner pulley. Move the tensioner pulley to the right until the belt is tight. Tighten the tensioner pulley.
Should have an automatic belt tensioner -perhaps it is defective I don't think there is a belt tensioner. Belt tension is adjusted at the power steering pump bracket and idler pulley assembly.
