Loosen the tensioner pulley. Put the belt around the alternator pulley and the tensioner pulley. Move the tensioner pulley to the right until the belt is tight. Tighten the tensioner pulley.
You have to install a new belt tensioner.
loosen the tension on the belt with the tension pulley, remove the belt then disconnect your wires from the alternator then take the 3-4 bolts, holding the alternator on, off. then do the opposite to put the new one back on
This is not a real hard thing to do but can be tricky. Get a manual from the parts store or from AUTOBOOKSONLINE.COM.

The alternator or something is probably locked up. TAke the belt off and try to turn each item. This is what broke the belt the first time/.
Use a socket and ratchet on the bolt that holds the 95 Park Ave serpentine pulley. Pull the ratchet to the side and the pulley will swivel, loosening tension on the belt. Remove the belt, install the new belt in the same manner.
