there is a square shape hole in the tensioner pulley with a directional arrow on it get a 3/4 or 5/8 breaker bar pull it in the direction that the arrow is facing. when you do that, just pull the belt off.
The serpentine belt tensioner is spring loaded. There is no adjustment.

There should be a tensioning pulley that can be fitted with a socket and wrench. You can then pull the pulley thus loosening the tension on the belt and then pull the belt off. Install the same way.
go to the nearest Ford dealer to get a drawing off their parts computer or call them and have it faxed to you.
Disconnect the battery.Remover the serpentine belt.Unbolt the belt tensioner from the bracket.
You need a 1/2" breaker bar or ratchet handle, place in the appropriate slot in the belt tensioner, and pull or push to release the tension. The diagram is under the hood for proper replacement.
If that model was available without a/c, you will need to purchase the belt for a 95 town car w/out ac, and follow the appropriate belt routing diagram for that model.
There should be at least one (or more) idlers. You can pry against the spring tension to move it/them & slip the belt off.
The 1998 Chrysler Town and Country Van does not have two engine belts. The engine only has one serpentine belt.
front of engine, behind the serpentine belt at the top of the timing chain cover. It is attached with one bolt/screw to the engine. Black in color and has a small harness that connects to the sensor.
it took me an hour to replace them. paid $60 for both items at advance auto parts. borrow the serpentine belt tool from advance auto so you can easily remove the belt. I was given an estimate of $160 including parts.
There should be a factory diagram sticker under the hood
