Don't worry so much about the techniques and doing it 'properly,' I promise it will come to you when you start kissing, at first you may be a little nervous but it will come naturally, you may wonder if your a good kisser but truth be told, kissing is as natural as walking if you really like someone. The key is pacing and rhythm. Don't try to "force" the kiss; pay close attention to the other person and act appropriately.
Never start out by trying to put your tongue in their mouth. Just put your lips on theirs, almost as if you're going to nibble them (but of course don't actually bite!). Move your lips gently (or aggressively if they're obviously responding favorably). If your partner opens his or her mouth a bit, or touches your lip with his or her tongue, it's okay to start making tongue contact. It's rather like dancing; one person should "lead" the kiss while the other follows. It's also a good idea to move back every now and then to catch your breath and let the tension rise. Punctuate kissing their lips by kissing their neck, whispering things in the ear, and stroking or squeezing their back. Just be careful not to leave marks on someone without their knowledge or consent (i.e., don't give a married woman a hickey).
Generally, a prolonged kiss will have one of two results. The first is that your partner will get "weak kneed" and begin showing signs of losing balance; perhaps they will begin leaning on you and embrace you more tightly. This is a good sign. The other result is that the partner will begin breaking away, perhaps stepping back or pushing you away. This isn't necessarily a bad thing; it could just mean that he or she is nearing the point of no return and doesn't wish to leap over that cliff yet.
If the partner bites you, claws you, or in some way suggests that it's time to "go wild," go with it as you feel comfortable. I'd suggest adding in some "dirty talk" in moments like that--or begin looking for a secluded spot (or a bed, if you're lucky).

This is pretty subjective how one would define "properly kissing girls". You would first need to identify which type of girls you are referring to. You won't kiss a 5 year old girl the same way as you would kiss your wife, so the methodology differs.
