I think you have basically answered your own question. I am sure this young man is very interested in you. I have male friends myself who have a great sense of humor and we laugh our heads off, but that's as far as it goes. Since this young man keeps staring at you I have a feeling he is a little bit more interested in you than just being his friend. At this point in time just sit and talk, go for a walk, get to know each other and eventually he will be comfortable enough to ask you out on a date. Good luck Marcy
