Usually a horse will store fat in the upper neck, if this area is very bulgy and the rest of the body is bulgy, chances are the horse is overweight. But check with your vet to be sure. Overweight horses are prone to a foot problem called fonder. This can be a real hard condition to cure. Regular exersize and the correct feed and feed schedule can keep this from affecting your horse.
Horses can get quite Obese depending on what they are fed and their activity level. No horse should be allowed to get overweight, it is in fact worse for a horse to be too fat rather than too thin. But the best thing is for a horse to be fit and healthy.

It depends on the horse. If your horse is fat then you need to cut down on the horse feed, but if your horse is too skinny then you need to increase their feed until the horse gets back up to his/her weight.
A doctor will tell you if the amount of fat on your body is too much and will be a health risk. Too much fat on a person's body may hinder them doing things in your daily life.

Good body condition is when you can push on your horse's ribs and fairly easily feel them through the fat layer. If you are seeing ribs, the horse is not in his best body condition.
