Websites that ask for personal information usually incorporate security measures, that a user can see. For example - Casual visitors to a banking website would see the address starting HTTP. However, a registered customer would see the site starting with HTTPS. the 's' addition indicates the connection is secure - and only you and the bank computer are using that connection. There are also other protocols in place that prevents a hacker getting your card number. The majority of fraud cases arise because a customer has been careless in revealing the card number or security passwords to someone else !
You should never use an internet cafe computer to do personal banking - as you can never be sure the owner of the computer isn't using some form of key-logging software.
