A lot of the time, you will have to use your own judgement but there are always a few signs which could indicate this.
If he changes dramatically around you (becomes shy, nervous etc) this is a good indication that he doesn't have the guts to ask you, while possessing affectionate thoughts for you.
Another good way to find out is to ask his friends. Don't be afraid to ask them about what he thinks of you. Often, he would have voiced his thoughts to his close friends.
