Put the car on a lift or jack up the front end with both wheels off the ground. Grab the tie rods and see if you can move them. If you see any play or movement in the tie rod ends they need replacing.
If there is any movement up/down, or side to side, they are bad. Any play in the tie rod indicates it needs replacing.

To access a tie rod the Tracer needs to be safely raised and supported. Remove the wheels and lower ball joint. Mark and remove the outer tie rod. Install the new tie rod to the proper marking. Reinstall everything and take the car to receive an alignment.
