Use sand , You need to have the ground opprox flat or level, and clear of all grass and weeds then spread 3 to 4 inches of sand . On a 16 foot pool use a 8 foot 2 x4 and a 4 foot level. Put a stake in the middle lay the 2x4x8 down with 1 end against stake then put level on 2x4x8, work the 2x4 around keeping one end against stake and the level on level. P.S. make sure 2x4x8 is straight. Fill in all low spots and spread the high spots. This is not easy to do,it will take 2 or 3 people. You should pack the sand. A good way to check a surface for level is to fill a bucket 3/4 full with water Place it about a meter away from where you intend to put the pool on the highest side. Get a clear plastic tube that is long enough to cover the whole of the pool site with one end in the bucket. Put the plastic tube in the bucket and weigh it down so it doesn't pull out easily. now suck water through the tube to start it siphoning. when all the air has been pushed out of the tube and there is water flowing out of the end, pick it up, you will note that the water level in the tube is the same as the level as the water in the bucket. No matter where you carry the tube the level in the tube will stay the same that means that by measuring down to the ground from the water level in the tube you know how deep you have to dig to form a uniform base.
