By doing strength and resistance training exercises on your lower body. Your fat cells are probably more concentrated in your lower body so you need to shrink them by dieting. Your body will lose weight wherever fat cells are concentrated.
That sounds like a really weird desire. Losing weight on legs would be through losing some weight all over, and not doing any strenght building exercises for the legs. For gaining weight on stomach I have no idea, unless you can get pregnant.
There is no way to just lose weight from you legs. The only way to accomplish this is through an overall healthy diet and exercise plan. Everyone's body loses weight in a different area first.

You can't. It is only healthy to lose about 1 to 2 pounds a week. Losing two pounds total is not going to have a dramatic effect (which is what you are probably looking for) on your legs. Anyway, losing weight is a matter of using more calories than you take in. Maintaining your weight is balanced overall energy intake. Calories and energy used need to be balanced.

Toning up your muscles works. Try Pilates to tone up your torso, bike riding for legs and abdomen and do some free weight lifting several times a week. A reasonable schedule over time will do the trick.
that is not acne. it is razor burns. you can put aloe on it several times a day until it goes away. aloe will also help with acne anywhere else on your body if you have it.
