If you're talking about main deck, then you can put any card in as long as it is a valid game-legal Yu-Gi-Oh! card (so no old God Cards)and is not forbidden by the current ban list, nor can you exceed the stated number of a restricted card. You also cannot put Synchro, Fusion or XYZ monsters in your main deck, these go in the Extra Deck, or Side Deck.

Since August 2008, a legal Yu-Gi-Oh deck has 40 to 60 cards in the main deck. It is no longer legal to have an 80 card deck (cards in your Extra or Side Decks do not count towards your main deck size limit).

It depends on what cards are in your deck. Strong cards usually need combos to win the game. Like crystal beasts, alone, thay are powerless, but make a deck out of them, and a bit of luck you can preform a One Turn Kill (OTK). But if you want to see a strong card, then Judgment Dragon it the card for you. Sadly, it's about £60 (around $110) and you need a Lightsworn deck to make it work. And, if you see Exodia the Dark Master, it's a fake, you cannot get exodia in one card there is no card that has infinity ATK and DEF (expect for The Creator God of Light, Horakhty. But it's impossible to summon as you can't have God cards in your deck)

Yu-Gi-Oh Power of Chaos Kaiba the Revenge is a PC game which emulates the Yu-Gi-Oh card game. Objectively, there is no best deck.
