As with most awareness posters, what you need to do is start with a catchy slogan and then draw a cute, relevant, thought-provoking, or silly picture to go along with it.
For instance, maybe you could draw a prohibition symbol with stick figures fighting, and then put the words, "Don't be a bully, or I'll pound you!" (That would be meant in jest and in irony.)
Or, another eye-catcher would be, to put something like "Start Bullying" in large letters, and then below that, "Prevention Week" or something in smaller letters. So naturally, seeing a pro-bullying poster would get immediate attention, and then the audience discovers it is an anti-bullying poster by reading the rest of the message.
You probably should try to avoid messages which further humiliate bullies. Bullies often feel low enough, or they feel so full of themselves that they would assume the message is for someone else. You would want them to get help, so you don't want to alienate them.
If you want better slogans and graphic ideas, then you may want to form an anti-bullying club and discuss the ideas in your group. The youth of today are the pulse of society, and they will have a better idea what will work in their age group today and what won't.
