Its easy. First you take the element and place it in your nuclear particle accelerator. You apply 2.8 x 10^16MW of AC current until it reaches a temperature of about 1,000,000.0 K. At this point at least two moles of your starting element will have collided (with 99.97% certainty) at sufficient speed to defenestrate, thus increasing its atomic number by one. This is difficult and requires very expensive equipment and immense amounts of energy.

Protons are held together in atoms by something called the strong nuclear force (so named because it is a strong force that acts within nuclei). The strong force acts over very short distances and grows exponentially weaker as distance increases, meaning that in order for two protons to become attracted to one another via the strong force, they must be pushed very close together. This is difficult, because protons, being positively charged, repel one another via the electromagnetic force. To add a proton to an atom (thus turning it into a new, heavier atom), you have to force the proton up against the other protons with enough force to overcome the electromagnetic repulsion, so that they get close enough that the strong force takes over. This is called nuclear fusion, and it can be done using a particle accelerator that smashes atoms together with great force, or it can be done by heating something to extreme temperatures, since heat is the result of atoms moving around very quickly. Move them around quick enough (in other words, get them hot enough) and they will start smashing up against each other with enough force that they stick. The problem with the heat option is that, long before the atoms start hitting each other with that kind of force, they will simply fly apart from the force of their motion. So they must be contained, which occurs naturally in very heavy things (like stars) because with enough mass, gravity is strong enough to keep the whole mess together until fusion can occur. Short of a star, high-intensity magnetic fields might also be used to hold everything together long enough -- this is what we try to do in controlled fusion reactors.
