If there is fuel in the tank and it is making it's way to the fuel pump, and the fuel pump will not pump fuel, the pump is obviously defective. Replace the fuel pump with a new one.
A blockage in the downstream side of the pump could make this pump work harder raising the amps as the pump now has to do more work to get through the line. An upstream blockage would make the pump spin more freely lowering the amps on the pump as it will not be doing any work.
Activation.
Check to make sure that the pump is getting power to the Neon fuel pump. Check the pump relay, and the pump fuses.

Make sure you have voltage at the pump. If you do then the new pump is defective. If not, the fuse is blown or the fuel pump relay is bad. Where is relay?

yes, the purpose of the relay is to signal the pump to turn on and off, if its not working at all the fuel pump will not turn on.
