Ideally, the mother would provide milk to the pups. If that's not possible you should be able to find some puppy formula at the vet's or at places like Wal-Mart in the pet department.

Dogs start to produce milk when they need to feed their puppies. If your dog has milk but has no puppies, the puppies are probably inside the mother. You just need to be patient. Hope this helped at least a little bit! ;D

Actually it is more likely that your dog is about to have puppies - if she had already had the puppies her belly would be smaller than before. Dogs will start to leak milk a few days prior to delivering puppies; this is nature's way of making sure there is enough milk to feed the puppies.
