Nori itself is roasted seaweed, usually sold only as "sushi nori" in sheets outside of Japan. So ground nori are fine, almost powder-like flakes made from this. I'm not entirely sure if it's the exact same thing, but if you can't find it I guess you could grind some sushi nori sheets yourself to make this.
You may be familiar with nori as the wrapping for sushi. You can also enjoy it as is, toast it, or even make a paste out of it to serve over rice or pasta.

Real nuru gel is made from nori seaweed. It is VERY hard to find and takes about 20 minutes to prepare. Chemical alternatives to Nori under various brand names such as Nuru and Numa as commonly found. They contain negligible amount of seaweed, a very high proportion of water and some chemicals added to mimic the consistency of the original Nori gel. Nori gel is edible and safe. Commercial Nuru gel is NOT due to the chemical components used in it's formulation. I have used a chemical nuru gel, I found it drying and personally I would not even want it on my skin again.
