To make a dedicated server in CS1.6, just navigate to your cstrike folder, located in steamapps/yourusername/counter-strike, there will be a file called HLDS.exe. Open that. Afterwards, a window pops up with the games list, Server name, max players, etc. Fill that in. Start the server. Try to join it using connect (ip) command in cs console. If it does work, congrats, you made a server. If it doesn't work, you might need to forward 27015 to 27020 through external programs. If that doesn't work, Check to see if your connect to the internet directly or using a router. If you are using a router, Google "what's my ip" and input that ip along with :27015.
Example: 168.143.1.231:27015 it should work.
