You have to activate Ad Hoc on your wireless network card. This can easily be done in "Network settings", and will create a secondary network that will automatically (if not turned off) distribute your internet connection. If you want to share local files over this network you might have to turn this setting on manually, which is done via the settings of Network Sharing. All these features are found under "Control Panel" in Windows.
