Pick the Picture you would like to put onto Gaia Online. Select Share and find the link under the Forum section. Highlight the link and Copy it. Go back the Gaia Online to where you want to put the picture. Select the text box and Paste it. Make sure the link is the one that uses Brackets "[ ]" and not Arrows "< >" or else it won't work.
Go to My Gaia and click on Account Settings. There will be a bar under the main Gaia bar (the main one is the one that says Home, My Gaia, Shops, etc) and the one under will have various pictures. Sadly, you cannot use HTML codes. The coding system Gaia let's the users use is a coding system called BBCode. It's pretty much the same thing only [ ] are used in place of < >. To get a picture on Gaia, you much get an account on Photobucket.com and upload your photo there. When you are done editing it, go to your profile. Move your mouse over the picture and a drop down menu should appear. The last code is BBCode. Copy and past that onto Gaia.
You can make animated pictures on online editing websites or on software such as photoshop. You can then upload them to Twitter the same way you upload normal profile pictures.

Depends what you mean. If its gaia stickers you click on then and drag them to wher you want them, if its on the friendslist you change your top friends and keep putting people on the top till their where you want them to be.
Go to your Friendslist (My Gaia > Friends), select the friends you want at the top by placing a checkmark next to the Usernames, then go to the bottom of that box and click the button "Move to Top"
