I just checked the manual for my 02' Liberty, and didn't locate any for the lift gate, so if I were you, I'd just start checking each fuse, to see if one is blown?Good Luck.
I'm not a mechanic but I had a problem with my 1999 Jeep Grand Cherokee lift gate not closing properly, seemed to move to the sound causing a noise. I replaced the lift shocks and the problem disapeared

TRY PUSHING IN ON THE GATE WHILE LIFTING HANDLE..THIS SHOULD RELEASE THE PRESSURE AND IT SHOULD OPEN.

I lift them on the frame rail next to the leaf spring shackle.

2.5 inches is the largest lift you can get safely without having to fabricate something for your forward differential.
20" tires are the largest tires for your car if you of course don't have any lift kits..
