Pull the handle. If that doesn't work check for corrosion of physical weakness of the operator. Collision damage could also be an issue.
ANSWER: You may also have to do what I did in order to get the rear door open. I had to remove the interior trim panel from the door and lubricate the actuating rods. Years of dust had accumulated to the point of preventing the rods from moving.

I just had the same problem on my 98 tracker. Take the rear door panel off of the inside of the door. The linkage was unhooked on mine. I just popped it back on and it works great.
