1. Press "Esc"
2. Click options
3. Click "Resource Packs"
4. Click "Open resource pack folder"
5. Drag in the resource pack you want. (Zip or folder)
6. Then, close the window and repeat steps 1-3
7. Click your resource pack square's arrow.
8. Click "done"
To install a texture pack in minecraft (they are now called 'Resource packs' and can also contain sounds), click 'options', 'resource packs', then 'open resource pack folder'. Place any packs here, then select them in the resource packs menu. Note that 1.5.0 and higher require a different format than 1.4.7 and below.
Are you sure they are compatible with Minecraft 1.6.4? You'll find that resource packs will only work with the update they are made for, so a 1.3.2 resource pack won't work with a 1.6.4 pack, for example. Another solution would be to see if you are running Optifine or MCPatcher, these allow minecraft to properly run HD resource packs

If You Want To Get Texture Packs For Minecraft, You Can Search A Texture Pack In Google And Download The Texture Pack File And Press Your Start Button On The Screen, And Search Or Press 'Run' For Some Computers And Look For '%appdata%' And Go To .Minecraft And Go To Texture Packs And Put Your File In There. Then Open Minecraft And Appear!
When you downloaded the texture pack, it should be in a zip file. You have to put the .zip file into the %appdata%>.minecraft>texture packs if you are a mac user: Your Mac id>Library>application support>minecraft>texture packs. Do not use the Library in the macintosh HD Drive. Then you open up minecraft, then you go into texture packs and mods. Then choose the texture pack, then say ok, then play minecraft :)
open minecraft click mods and texture packs then click open texture pack folder then at the top of the document window click .minecraft and then double click the bin folder and it should be in there
Texture packs are absolutly free, just search minecraft texture packs, and you can download one.
find the texture pack you want then download it and put it in the texture packs folder that it shows you on the textures packs screen on minecraft.

I don't think there are any black and white texture packs for Minecraft. There may be something wrong with your copy of Minecraft...
