you can remove the front bumper and look for any manual release buttons on the front or check for and slots that's twist to open. but if that's too much work you can remove parts of the dashboard until you see the whole release problem and try to reconnect it.

There's a special tool that'll release the latch by sticking it in between the hood edge and windshield. Any Corvette shop or even a dealer should have this. I've seen it advertised in Vette parts catalogs.
Auto enthusiast husband says can't be done at home. Mechanic needs it on the lift to find the break on the cable They make a special tool you can buy from a classic corvette shop. Comes with directions. They run between 20 and 40 $.
Broken speedometer cable.
There are hood tools. But if it is stuck, you might have to jack her up, remove the wheel, and back fender skirt. Then the fun begins. If it is broken at the hood connection, you will have to bend a metal rod to reach, and pull.
If you can still see the wire, use pliers and pull, it should release the hood.
It depends on where its broke at. Is the cable broken at the mechanical part or is it broken before that?
