How do you open the hood of a 95 Buick Century if the hood release cable broke?

Your grill will have 4-8 T-15 or T-20 torx bit screws holding it on. Take these out, and take the grill off. You will see the hood latch behind it, and should be able to figure it out from there.
My Century has a very tempermental hood release, to get it open I have to hit the hood on the left side, much like the Fonz playing a Juke box, and it will pop open.

I had a similar problem. On mine, the cable broke right inside the car...right at the lever. There was still plenty of cable sticking out so I just grab it with pliers and pull. If yours is broken in any other place, it will need to be replaced.
