Hood release cable has connector nuts on both ends of the cable. Loosen the connector nuts. Remove the cable retainers. The cable will come off and can be replaced with a new hood release cable.
I would trace cable and use vice grips. Cable is likely dealer only and expensive.IE: Find it and rig it!

If it is just the plastic handle broken, behind that is the cable that opens the hood. Just grab the cable with a pair of pliers and pull. You can probably just replace the inside handle and not have to run a new cable.

Take it to a body shop as they have to open then on wrecks.
If it is broken and the hood closed take it to the body shop.

IF the Cable is broken on the hood latch, I used a long, flat head screwdriver. Locate the eyelet under the hood, and push it with the screwdriver. It's difficult, but it works. Replace the hood latch before you close the hood. Good zluck.
if you can pull out the cable cut off some of the cable were you can see the wire inside and pull the cable to open

If you can still see the wire, use pliers and pull, it should release the hood.
depends on the problem, it could be the hood release cable, or the latch. latch is very simple, the cable is also simple, just more of a routing problem.

I have to have my wife sit in the car and keep popping the hood release while i push in and up and down on the hood right where the latch release is over and over and eventually it gives. Once you get the hang of it you can do it by yourself.
