Tail lights and brake lights are easy to replace on a Jetta. Open your trunk, and look on the inside on the side of the broken tail light. There is a little compartment with two knobs. Turn them and the compartment will open. Squeeze the tabs on the light module and it will come out. Unscrew the dead bulb and screw in your replacement. are you sure it is the brake lights and not the tail lights. if it is the brake lights you most likely have a short some where. go to a auto eletrican It is the brake lights which turn on. Short in the switch or the wiring?
Just turn the housing the bulb is in and pull it out. Remove and replace the bulb the same way. For the rear lights, you have to push on a tab to release the housing the bulbs are in.

it depends what year this jetta is? 93-99's will have the fuse on the drivers side underneith near the petals...you should find it there
Usually the lights will be always on the only way to turn them off manually is when you engage the parking brake, if you need them off during the day time you can pull up the parking brake to the first notch and it shouldn't affect the brake at all. That's how I do it on my 98 jetta at least
