There are special tools made for this. But a cheaper way to go is if you have a spare distributor laying around. You'll have to take off the cam gear. You may also have to grind some of the items off the top to allow a drill to be hooked up to it. Drop the distributor in and hook up the drill. At a fairly moderate speed, turn the drill on until oil starts coming up out of the rocker arms. It is now primed.

Of course, there is no other way to get at the pump.
To prime the oil pump on most cars all you need to do is turn the motor over without it firing, disconnect the coil and turn the key, this will prime the pump.
Your fuel pump is most likely the cause.
It is bolted to the rear main cap on the bottom of the engine. You will have to remove the oil pan to get to the oil pump.
If the left side primed already keep priming it should go through. Are you using a drill, Works best

It's kind of a pain to do, but yes it can be done.
First of all, Chevy stopped making the 5.7L 350 engine in late 1999 The oil pump that's in your engine is behind the timing cover on the front of the engine and not in the oil pan.
