you need to hook it up on the distributor
Starter solenoid? Battery + cable to large lug Starter cable to the other large lug Trigger wire to small lug (if 2 disregard 1)
under the dash on the drivers side.
Try a jumper from + battery to + coil Then jump small trigger wire at solenoid to large cable that runs to starter at solenoid MAKE SURE IT IS IN NEUTRAL IF STD.
make sure the small wire is hook to the post
Check you connections make sure there on the correct way.

You can hook wire leads from the battery to the plug terminal and a ground. If it works then the pump is good. If not, then wiring may be an issue or a relay or fuse.
One small terminal is labeled "S" and that is hooked up as before. The 4th small terminal is labeled "I". Leave alone as if it was not there. It goes to ignition coils on some cars, but if you did not have that before leave it disconnected. The other two large terminals are the same. George
