No you can not but you can install heavy duty springs that will raise the front end 2 1/2 to 3 inches.
On most mowers you can raise or lower the front wheels with a small lever on the inside edge of wheel.
For the front you turn the torsion bar nuts (one on each side) like your tightening them to raise the front of the vehicle and for the back you can add air shocks or more leafs to the springs, be sure to get the vehicle aligned when doing this as it will throw the alignment off.
Look on the bottom of your lower control arms you will see a screw type bolt, I believe it's either a 11/16 or 3/4" and turn each bolt equally on both sides to the right as this will raise the height of the front end.

In most vehicles helper springs help hold, not raise.
Raising the ride height of the front suspension is best accomplished by installing adjusters to the torsion housing, or buying a torsion housing (front beam) with adjusters already installed. These adjusters and modified torsion housings (front beams) are available from numerous VW parts sources.
