Assuming your "d drive" is a CD-ROM drive, you can boot from the Windows XP install disk. This disk contains utilities that are very easy to use that will format and prepare the drives for installation of Windows XP. If your computer doesn't boot from the CD, you'll need to go into "setup" (usually by pressing a button when the computer first starts ie "Press DEL to enter Setup"), and find an option that says "Boot Order" or "boot devices". Make sure your CD-Rom is in the list ahead of the hard drive (sometimes listed as HDD or one of the IDE).
There is no upgrade path from Windows ME to Windows 2000. You would have to reformat the hard drive to remove ME before you install Windows 2000 from scratch.

Go to Microsoft website and download this file 'WinXP_EN_HOM_BF', extract it and follow the instructions to purge your laptop so you can install XP Home Ed. This will completely wipe your laptop clean and you can begin with the new OS. PS: It is asumed that the word 'reformat' defines as formatting and installing a new OS. Otherwise, turn on your laptop, eject the CD player, turn off laptop and just put in the new OS and turn on again. Follow the instructions. It should overide any old OS. Warning: Be sure to have a backup of all your personal files.
The most likely reason is that your laptop does not meet the system requirements for Windows XP.

If you are using anything after Windows NT (2000, XP, or 7) you definatly should use NTFS for security purposes as well as maximum size of partition (which bigger for NTFS). If you are working with Windows Me and earlier you should use exFAT. Be careful though not all old OSes support it.
The reason being, if you want to remove Windows Vista, you will have to either (a) Re-format the hard drive: which erases EVERYTHING ON THE DISK! or (b) perform a downgrade installation to Windows XP Pro or Windows 2000 Pro. If you reformat the disk you erase everything, including the operating system (which is Vista in this case). Since your computer has no operating system it is no longer able to function (you can still turn it on, but you get a disk boot error). You will need to re-install a different Operating System, or Vista again if you wish to do so, in order to have the computer function properly.
