BEST advise! Go to your nearest AutoZone Store and ask for a Serpentine Belt Tool: OEM27115.
You may borrow the tool for free, just leave a $25.00 deposit which is returned to you when you bring it back to them. With this tool the job is child's play.
Put the 15mm socket on the tension pulley bolt and pull the tool in a clockwise direction to releive the tension on the belt. Two people(4 hands) will make the job much easier.
Look on the bottom side of the hood of your car for the diagram showing the routing of the belt. You should have the new belt on in less than a half hour.
You can even do it in their parking lot. No other tools are necessary.

Hose attached (if possible)...Make the LOOP over the ALTERNATOR your last
obstacle... While pulling forward on the Tension - Loop the Alternator and

there is no repair for a belt tensioner. just buy a new tensioner. remove old belt, remove old tensioner, it is held on with one bolt. install new tensioner. install new belt

The idler tensioner pulley on your 1999 Ford F3 50 pickup truck is held in place with a single retaining bolt. The retaining bolt will go through the middle of the pulley. Tighten the retaining bolt to install the tensioner pulley.

The battery should be disconnected. The belt tensioner is spring loaded, using a socket and wrench, pull to the side to release the tension. Remove the old belt. Install the new belt over the pulleys the same direction that the old one went. Release tensioner and reconnect the battery.
There is a spring-loaded tensioner pulley that keeps tension on the belt. The tensioner should have a place to fit a ratchet wrench or breaker bar (may or may not need a socket). The tensioner bar rotates clockwise or counterclockwise to release the tension on the belt. Be sure and note how the belt is routed so you will install the new belt in the same pattern. The tensioner is self-adjusting.

On the passenger's side of the engine down low there is a tensioner. It is a pulley mounted to a spring loaded arm. On the arm of that tensioner, there is a square hole to insert a small breaker bar or a ratchet. Insert the tool and use it to lever the tensioner and release the tension.
It should be a 16mm on the front, to release and put tension on. To remove the tensioner pulley completely, I believe the nut that holds it on from behind is a 15mm.
